Should universities require potential students to include a picture of themselves when applying?

A friend of mine worked in the admission office of a local university. She told me that some universities, including that one, required students to send in pictures of themselves with applications. This was because, she said, they had 'standards' and would base some part of the final decision on the applicant's appearance. It seems true, because when you drive by the campus, you very rarely see unattractive students.
