Do you think pet stores should be banned, if they aren't part of a shelter/rescue?

I hate seeing them all in little cages, knowing they were bred to sit in the cage. Lots of them are sickly, not socialized and have diseases as well. I'd rather use a place that has rescued animals and adopts them out, rather than one that breeds them for profit.
