Should it be right to charge a child with child molestation, such as in this case?

I used to work with teenage girls in a group home, and most of them were in the home because they were sexual offenders - they abused their younger siblings or schoolmates. The cases in this article are very similar, but these kids were all tried as adults, when the girls I worked with were in the juvenile system. The boy, who is not being identified because of his age, is accused of paying a 6-year-old girl $1 to perform oral sex, according to an Athens-Clarke police report. The incident was reported to police by the victim's 19-year-old mother on Oct. 20, and the suspect was picked up by Clarke County sheriff's deputies on an arrest warrant at his home Wednesday night. He was booked into the Clarke County jail before being taken to a facility for juvenile offenders. Last month, a 14-year-old Athens boy was charged as an adult with aggravated child molestation and aggravated sodomy for allegedly forcing a 4-year-old boy to perform oral sex outside an Arch Street home. Also, a 17-year-old was arrested on charges of rape and child molestation in September for the alleged sexual assault of a 11-year-old girl. Under Georgia law, 17-year-olds are treated as adults.....
