Do you think more cities should start using Public-service EMS?

A lot of cities now (such as New York and Dallas) use Fire Department-based EMS. But some cities, such as Austin and Denver, are using what is now called a 'Third-public service.' It would be run like the Fire Department, but it would be it's own Department, separate from the Fire or Police, with their own employees, offices, ambulances, and budget. The down side would be, a lot of the time, fire and EMS work as one unit, saving life, performing rescue operations, lifting and moving pts, etc. Nay-Sayers of this third-public service say it would only further complicate and already complex system, and cause the city to spend twice the money on 2 different services performing the same function.
