Should laws be enforced to keep Hospitals from using vinyl gloves?

For healthcare providers and patients with latex allergies, Hospitals provide vinyl gloves for protection from blood borne pathogens. The only problem is that vinyl gloves are made only for food handling; they do not block any blood borne pathogens. The non-latex gloves that do block blood borne pathogens (made of things like neoprene) are too expensive, and are normally only reserved for Doctors.
