Assuming the country of arrival has the drug trafficking death penalty rule. And the person caught with the illegal drug was a victim of a syndicate and who did not know the substance was planted into their lugguage? - either beforehand, at the airport, or by mistakenly switching bags with someone else - Are the authorities implicating the wrong people by deeming those caught red handed automatically guilty - when they may not have a part to play?
