The voluntary, confidential testing is part of a citywide health department plan to cut the rate of sexually transmitted diseases in teens. The more than 50,000 students who attend Philadelphia's 40 public high schools will be offered tests beginning in December. Officials estimate that up to 3,000 students could test positive for chlamydia, a bacterial infection that often goes unnoticed and can lead to infertility....
