Do you think you can fantasize about sexual acts with someone of the same sex without actually being bisexual or homosexual?

I'm not asking if you do this, I'm just asking what you think it means if someone does. Is fantasizing about the same sex (and enjoying it) something all people do at some point regardless of sexual orientation, or does it mean that there are actually same sex tendencies regardless of whether they ever act on them or not?
