Do you believe that Bulverism, as coined by C.S. Lewis, is an erroneous way to go about debating someone?

Bulverism: the act of countering a point by calling into question a secondary issue, rather than addressing the point itself. For example, someone's background would be mentioned as a way of dismissing a point he or she makles, as opposed to addressing the point itself.
