Do you think this plot to attack Los Angeles, that the American government now says they thwarted, is completely made up?

President Bush recently said that his wiretapping helped stop people from flying a plane into LA's tallest building in 2002. However, the mayor of LA was never told about it at the time, nor was anyone else. I think it's something he made up to justify illegally spying on Americans.
