Do you think the photographer can influence how a picture comes out, based on how they see the world?

Do you think if someone looks through the lens of a camera and sees something they love, that the love radiates and makes the picture more beautiful than it otherwise would have been? Or if they see something ugly, does the picture come out worse than reality might be?
