Should it be against the law to drive slowly in the passing lane?

Some slow drivers are drawn to the left lane out of fear, unnerved by all the lane changing that takes place on the right side of the highways. They feel safer on the left. Others are self-styled law enforcers. They don't like speeders, and they believe that by driving at or below the speed limit in the left lane, they can force everyone behind them to comply. Then there are the self-consumed motorists who aren't paying attention to traffic flow and don't realize they're in the way until someone points it out to them -- often with an unfriendly gesture. Whatever the reasons, left-lane slowpokes are despised by other drivers, traffic studies show. Driving slowly in the left lane is one of the most common ways to become involved in a road-rage incident. And there is growing sentiment nationwide that more should be done by police and traffic planners to force slower traffic to the right...
