Popper stated that nothing can ever be proven as true, thus scientists should not seek evidence that demonstrates their theory to be true but establish terms on which the theory can be falsified. If the evidence does not fit into the theory, then the theory should be rejected. Kuhn proposes that scientists operate within paradigms (which could be considered anything as broad as physics to a particular theory such as Newtonian physics). Scientists use the methods and theories involve in this paradigm to run experiments, and individual anomalies are a reflection of the researchers faults as opposed to the paradigm/theory. If many anomalies build up then the paradigm is in crisis and a shift occurs to a new paradigm.
