Should plastic surgeons be allowed to perform cosmetic procedures such as breast augmentation and rhinoplasty on people under the age of 18?

More and more teens are getting needless plastic surgery today to compete with images they see from Hollywood. Even if parents allow it, should doctors be able to perform such procedures on someone still growing and maturing?
