Engineers are trying to decide how to connect Spain to Morrocco over the Strait of Gibralter. There are two options: Option A: build a nine mile bridge over the water, which would allow train and car traffic to cross, however it is more expensive, and would be a risk to the ship traffic that comes through the strait. Option B: Tunnel under the strait. This option is less expensive and does not endanger ship traffic, however only electric trains would be able to travel through the tunnel because there would be no way to vent the exhaust from cars.
