Do you think it should be considered cruelty to animals to dress your pet, unless it's absolutely necessary because of the weather?

The RSPCA in the UK wants to outlaw it. I think that they are generalizing and assuming anyone who dresses their pet thinks of it as an accessory and neglects them.
