If a woman employee wears extremely revealing/sexy clothing to work, is she 'looking for it' or is it still harrassment?

this woman at my job told me to my face that she could do nothing all day 'because she had tits' (those were her words). so, in my eyes, she can never EVER be upset for being harrassed.
