Legislation defeated in May in California, where bikers are lobbying hard to get rid of a law requiring them to wear helmets, could serve as a model for Ohio and other states that wish to shed at least some of the burden of bearing these costs. The proposal aimed to strike a balance, giving motorcyclists the 'right' to go unhelmeted and society the right to avoid paying for the consequences of these individuals' bad decisions. The bill would have allowed riders 21 and older to go helmet-free as long as they carried proof of $1 million of medical-insurance coverage.
