Wherever 87-year-old Lucille Mann goes, her 2 1/2-pound dog Pepper isn't far behind. When Mann knits, Pepper curls up beside her, jumps in her lap or rests on her chest, the Chihuahua's tiny paws wrapped around her neck. On days when Mann's frail knees allow her to get the mail, Pepper sits on top of Mann's walker as she slowly makes her way down the driveway. Mann is one of 400 Meals On Wheels of Tarrant County clients - about a fourth of the local agency's total clientele - who receive free pet food in addition to daily meals. The Fort Worth chapter has been providing cat and dog food for the past five years, after volunteers saw an increasing number of clients feeding pets from their own plates.
