Which is a better way to judge a good person: by their thoughts or actions?

If a person says, 'I hate all them dumb (Derogitory term for blacks) and think they all should be burned alive' but never acts on those urges, is he better than a person who kills blacks despite having no actual hatred of them because he was told it was the right thing to do, whether he believed it or not?
