Should the government be giving tax incentives to biodiesel companies rather than oil companies?

Biodiesel retailers are popping up all over the country. It is not only better for the environment, but has the potential to be made cheaper than petrodiesel. Furthermore, biodiesel will burn in a regular diesel engine with little or no modification to the engine and will actually clean the engine and increase it's lifespan.
