Should cities around the world adopt this law from Reggio Emilia in Italy, which makes it illegal to not pamper your pets?

In the Italian town of Reggio Emilia, it is now officially against the law not to pamper your pets, following a new bill being passed which regards the treatment of animals in the town. The law comes into affect next week. Under the law, owners of a canary, for example, must buy the bird a companion, so it does not get lonely. Dog owners must provide suitably roomy kennels in their gardens, in a shady area. Anyone not complying with the law may be fined up to 500€. The law even covers the cooking of lobsters, it is now illegal to throw a live lobster into boiling water, they must be killed first.
