LONDON (AFP) - Neil Kinnock, a former leader of British Prime Minister Tony Blair's governing Labour Party, said he thought Blair would stand down in 2008. Former European commissioner Kinnock said he thought the prime minister would stand down a year before the next general election to allow his successor 'time to work in'. Blair has said he will not seek to lead Labour into a fourth straight term in office since coming to power in 1997.
