Do too many countries put too much emphasis on formal education?

I've got friends that started training programmes when they were 16 and now run successful businesses but just couldn't work in classrooms. I was trying to find something similar for a friend in Korea but it seems, if you can't get through a 4 year degree course you're considered useless for the rest of your life. No wonder so many students just jump off tall buildings if they fail.
