Do you consider extreme obesity to be a disability?

When I say 'extreme obesity', I'm referring to a level of obesity that interferes with someone's daily life. Examples: Someone who can't wear a normal seatbelt because of their size, someone who has to take up two seats on the airplane, someone who can't walk up a flight of stairs, etc.
