Do you think this 'Beach Butty' will help reduce cigarette litter on public and private beaches?

The International Coastal Cleanup of 2003 netted more than 7.5 million pounds of trash. According to The Ocean Conservancy website, smoking related activities accounted for 34% of all debris collected. Cigarettes and cigarette filters consistently dominate the worldwide top ten lists with over 1.9 million pieces of debris recorded in 2003, 29.5% of the total trash collected. The Beach Butty is a personal ashtray and cigarette debris receptacle designed to reduce cigarette litter on public and private beaches. The Beach Butty utilizes beach sand to extinguish smoking materials and incorporates a receptacle for the temporary storage of extinguished cigarette filters and related litter. Constructed from thermoplastic material, the Beach Butty design is ideal for vendor marketing and serves the consumer as a cigarette pack storage device. The gray structure observed in the pictures secures a single pack of cigarettes when the ashtray is not in use and pivots forward to reveal the cigarette debris receptacle.
