The Mayor of New Orleans appealed to displaced citizens to return to the city yesterday but his plea was overshadowed by news of an investigation into allegations that medical staff killed patients who could not be moved from a flooded hospital. Forty-five bodies found at the Memorial Medical Centre after the disaster will be tested for toxic substances. Euthanasia is illegal and doctors could be charged with manslaughter if the claims are substantiated.
