This idea was proposed as a means of dealing with racial problems by Professor Michael Hart, in a speech made at a 1996 conference of American Renaissance, a right-wing advocacy group. The three countries would differ racially, with one of them being exclusively black, another mostly white, and the third open to members of all races. U.S. citizens of any race could choose to continue to live in what remained of the racially integrated country whereas the two new countries, which would be carved out of the existing territory of the United States, would restrict residency along racial lines.
