Does it annoy you when people stand in line when there's no need for them to be there?

My local video store has a relatively small counter. When people are paying for their video, everyone in the group stands at the counter, meaning the people behind can't get up to pay for theirs, even though there's staff waiting to serve them. Can't they just leave one person to pay, while the rest go out the front and wait?
