Should the HAPPY act be passed, allowing pet owners to write off their animal's medical bills as tax deductions?

A bill by Thaddeus McCotter (R, MI) would allow people to deduct up to $3,500 per year from their income taxes for pet care expenses. The Humanity and Pets Partnered Through the Years (“HAPPY”) Act (H.R. 3501) is supported by the ASPCA, which now has a webform on their site so that you can ask your legislators to support the bill.
