Do you think the west (America in particular) has missiles directed at every major nuclear silo in the non-western world?

i.e. Do you think that weapons/missiles are on constant standby ready to be launched at the press of a button against the Nuclear arsenal silos of Pakistan, China, Russia, India etc. in the event of a war? Or am I just a wishful thinker?
