Hoy No Circula (literally in Spanish: 'today it [your car] does not circulate', though known abroad academically as 'One Day without a car') is the name of an environmental program intended to improve the air quality of Mexico City. A similar coordinated program operates with the neighboring Estado de México. Hoy no Circula started in late 1989 at the suggestion of the environmentalist Group of 100 and consisted of prohibiting the circulation of 20% of vehicles from Monday to Friday depending on the last digit of their license plates (see table). The program was planned to apply only during the winter, after the rainy season is over and thermal inversion increases air pollution noticeably. However, after the end of the 1990 winter the program was made permanent.
