June 5? Ryan Gardiner is one driver who takes advantage of any opportunity to avoid sitting in traffic. On a recent trip home from Temecula to Newport Beach the loan officer took the 91 Express Lanes, a 10-mile stretch of toll road on California's Riverside Freeway that allows drivers equipped with a special electronic transponder to bypass the gridlock of the other lanes? for a price. The cost of the service depends on how congested the highway is? the more traffic, the more expensive it is to use the fast lane, with a maximum price of $4.75. Gardiner saved himself 30 minutes on his trip and paid $3.75 for the privilege. A handful of highways in the United States have similar systems called 'value pricing.' This allows drivers to pay extra to use fast lanes where they can zip by the stalled traffic and pay the toll electronically. Another system, called 'congestion pricing,' raises the cost of tolls at certain times of the day when there is heavy traffic to encourage motorists to travel at different times or use public transportation. Many of the bridges and tunnels connecting New Jersey to New York City use this system, charging more at peak hours for vehicles that use the electronic E-ZPass system...
