Is sending letters to the homes of people suspected of soliciting prostitutes an effective way of battling illegal prostitution?

SAINT JOHN — Police in Saint John are trying to reduce prostitution by sending letters home to men who hire prostitutes. So far, the police have stopped about 20 vehicles in the uptown area of the city and warned them they would be sending letters to their home. Const. Jim Fleming says they're not worried about sending letters to the wrong person. 'These people were going around the block several times, they'd been known, most of them have been known to us for a long period of time. Several of them had actually had one or more prostitutes right in their vehicle or had just dropped them off,' says Fleming. 'So this wasn't just that we picked out a delivery guy going down the street and sent him a letter. These people were here for the purpose of soliciting sex. And we want them to know if you come for that purpose, there's a good chance that one of these letters is going to show up on your door.' Fleming says they don't have legal worries about the letters either because they don't accuse anyone of any crime. The letters state that a particular vehicle was observed in an area with high levels of prostitution and that residents in the neighbourhood are concerned about heavy traffic.
