Bush Proposes Performance-Based Raises for Workers, By Adam Entous WASHINGTON (Reuters) - President Bush will propose a sweeping change in government-wide pay policies, calling for creation of a $500 million fund to provide raises to federal workers based on their performance while increasing the highest possible pay to $154,700.
