Would a population-control program based on voluntary, paid, eugenics-based platform be ethical?

Eugenics: etymologically, it is the science of good birth; it proposes that the world would be a better place if people of 'better' genes reproduced at a higher rate than those without. It is accused, rightly so, of being racist in practice, though theoretically it wouldn't necessarily have to be. It's well-known that intelligent, well-educated people have fewer kids. As much as this is rooted in genetics, the gene pool is therefore getting worse and worse. What if free, or even we-pay-you vasectomies and tubal litigations were offered to people who were targeted for being high school drop-outs, criminals, welfare recipients, and other negatively-viewed intellectual and/or socio-economic factors?
