Should women who don't check into a hospital or report to the police after a miscarriage be punished by law?

It seems a democratic politition is trying to make it a law in PA. I think the goal is to cut down on 'back-alley' abortions, or women hurting themselves in desperation. Then again, the sentence is a fine or up to a year in prison! Isn't that a little much?
