Should criminals be allowed to pay off their debt to the courts by working as Bounty Hunters, catching fugitives and other criminals?

Duane 'Dog' Chapman, the star of the A&E Reality show 'Dog the Bounty Hunter,' used to be a biker, with in extensive criminal record, before a Judge asked him to catch a fugitive, to pay off his child support debt in the late 70s-early 80s. Since then, he has opened a bail bond business, and has been a bounty hunter all over the US, and in Mexico.
