SANTA FE — A pair of Republican lawmakers said Friday that New Mexico’s policy of allowing illegal immigrants to obtain a state driver’s license significantly weakens our homeland security efforts. Rep. Greg Payne, R-Albuquerque, has introduced a bill that would instead issue a certificate for driving for immigrants who are in the country illegally. The certificate would allow the holder to drive and to purchase insurance, but could not be used as an identification.
