Is language fundamentally arbitrary?

Look past how modern language is derived from ancient language and examine the idea of verbal communication. In math variables are assigned arbitrary letters for easy representation. Spoken language is the same thing. I can say 'bear' and most English speaking people know exactly what I'm talking about without explanation. So if an authority were to say that the word 'bear' was to be replaced with 'scomb' (assuming it was accepted) the meaning 'bear' has would be passed on to 'scomb' and demonstrate how arbitrary the word actually is. Language is merely a convention.
