Which of these despotic world leaders should be removed from power to do the greatest good to the greatest number of people?

Both have shown scant regard for the opinions of their people and both have been the cause of untold suffering and death. But if you could cause the removal from power of just one of them, which would it be if you were to do the greatest good for the world at large?
