Do you think, in general, that any rule should be followed to the letter or that certain invididuals should be allowed some discretion?

I've noticed that this is an interesting issue since I started modding here. It seems whenever someone uses discretion people complain about slight inconsistencies and when you make a hard rule people complain about a lack of common sense in certain cases. Which side do you prefer? I'm pretty sure you can't have both.
