Are you allowed to eat and drink at your desk at work, outside of lunch hours?

It's odd...we're allowed to have all kinds of food and drink at our desks most of the time. However, whenever a sponsor or upper management is going to be present, they request that no food be visible in the workspace area. Is your job the same way?
