If a landlord or property owner does not pay a water bill, should the residents of the property have their water shut off?

Around 400 people in the village of Ferrelview woke up to no water Thursday. The city turned off water service to an entire mobile-home community. Ferrelview city officials said the mobile-home park's owners owe more than $8,000 in unpaid water bills. The owners' attorneys claim an agreement between the city and the park signed last year stipulated that the park's owners would no longer be charged for the water service, instead the city was supposed to bill residents directly, which apparently did not happen. Residents say this is a health issue, and they shouldn't have to live without water while the dispute continues...
