Can anything stop the growing rate of binge drinking in the UK?

I've made questions about banning happy hours, banning shots, closing early, etc., all in an effort to stop binge drinking and loads of young people dying from alcohol poisoning. Now this... they want them to play with bubbles? Can anything stop the binge drinking and rowdy behavior?
