Is the government's crackdown on welfare recipients tantamount to criminalizing poverty?

Story: Kimberly Rogers was a forty year old, Ontario woman caught in the inhumane Ontario welfare system. In the process of completing a four-year community college program, Kimberly was charged and convicted of welfare fraud in April of last year for collecting social assistance and student loans at the same time. A harsh penalty placed the pregnant Kimberly under house arrest for six months and cut off welfare for three months, leaving her in a brutal catch-22 situation — confined to her small apartment with no income and no way to earn any. Three months later, and one month before the birth of her child, Kimberly died alone in her sweltering apartment. Source:
