Do you think positive eugenics is immoral?

Positive eugenics refers to policies that seek to improve the average quality of the human gene pool, such as by offering financial rewards, to couples considered to be of high quality that have children. As opposed to negative eugenics which involves discouraging those considered to be of lesser quality from reproducing.
