Do you think a decreasing religious influence in a country will lead to an increased requirement for government legislation?

Religion has often been cited as a method for keeping the people under control, the threat of a higher power/eternal punishment etc giving reason to do right. If this influence fades, will a stricter law system need to fill the space it left?
