Is postmoderism really an art form, or just weirdness for the sake of being weird?

I tend to liken post-modernism to jazz fusion, it can be a wonderful thing is done well and started with a solid foundation in the mainstream/regular. But some people take it as an excuse to be strange and weird for the sake of being 'artistic.'
