Do you think children under the age of 16 should be allowed to travel alone?

I know that the flight attendants or bus drivers always try to make sure everything is OK, but you never know what could happen on a plane or bus. My question was brought on by the Red Eye movie. Yes, in that fictional setting the 11-year-old girl was brave. But really, how many kids that age would be able to hold their own in a situation like that instead of being scared to death?
